Public Private Partnership Outcomes in the Pakistani Context

The paper argues that the Public Private Partnership phenomenon can accomplish remarkable changes in the social sector from an educational context. The phenomenon is a recent entrant into the educational arena and involves a voluntary arrangement where organizations contract to work together to achieve common goals. The objective of the paper is to explore the outcomes of different models of Public Private Partnerships. The purpose is to highlight the factors that positively affect the attainment of intended outcomes. Three implemented models are investigated in the social service sectors.
One model is of a professional development program, implemented to improve the skills of primary school teachers and the quality of education. Another model is where schools are adopted to improve the quality of education provided. The third model is the provision of medical facilities to improve the quality of life for the inhabitants of rural areas. The paper asserts that contrary to the belief that Public Private Partnership is tantamount to privatizing public education and health, the Public Private Partnership phenomenon shows the benefits and the lessons learnt would provide insights on what strategies would lead to the strengthening for prospective partnerships. A case study approach is used where the various stakeholders in each of the models are interviewed.
